WASHINGTON, DC - Cuando el comité Judicial de la Cámara Baja conduzca esta semana la primera audiencia sobre la reforma migratoria comenzará la prueba de fuego para todos los protagonistas de esta saga pues aunque es cierto que la presión está principalmente sobre los divididos republicanos, realmente todos los actores enfrentan retos.
La presión central a nivel legislativo y político está sobre los republicanos que atraviesan por una dura lucha interna entre diversas facciones: quienes por convicción jamás apoyarán la reforma migratoria por las razones que sean, principalmente por considerarla una amnistía, porque siguen creyendo que el problema se revolverá a fuerza de deportaciones o autodeportaciones, o porque aunque las pruebas muestren lo contrario, siguen argumentando que la frontera no está segura; quienes argumentan que hagan lo que hagan los republicanos, los votantes latinos seguirán favoreciendo a los demócratas (aunque pasen por alto que un candidato republicano que no sea antiinmigrante sí tiene posibilidades de dar la pelea a los demócratas por el voto latino); y quienes saben que su supervivencia política, su capacidad de ser alternativa política viable y de volver a ocupar la Casa Blanca irónicamente dependen de la reforma migratoria que por años han bloqueado. Qué facción prevalecerá está por verse.
Aunque ha sido fuera del Congreso donde más han resonado algunas de las voces republicanas más moderadas que abogan por una solución razonable que saque el tema de la mesa y les permita competir efectivamente por el voto latino requerido para ganar la Casa Blanca, al interior del Congreso son escasas las voces republicanas sensatas y realistas.
Es aquí donde el liderazgo republicano será puesto a prueba, particularmente en la Cámara Baja de mayoría republicana donde predominan los distritos congresionales conservadores.
El presidente cameral, John Boehner (R-OH), ha dado señales de querer ser parte de la jugada en esta ocasión. No bien había amanecido el 7 de noviembre de 2012, un día después de las elecciones generales en las cuales su candidato presidencial no llegó ni al 30% de voto latino, cuando Boehner ya estaba diciendo que la reforma migratoria es un asunto que debe abordarse ya. Boehner enfrenta a un dividido liderazgo y un dividido caucus republicano en el rubro migratorio al que quizá deberá salvar de ellos mismos por el bien colectivo de su partido.
La interrogante es si Boehner aplicará la regla de que se requerirá del apoyo de una mayoría de la mayoría republicana para llevar un proyecto al pleno cameral. Quizá sea bueno que Boehner comience a ponderar si sigue la vía del voto de proyecto del abismo fiscal llevado al pleno sin el apoyo de una mayoría de la mayoría republicana, pero finalmente aprobado con mayoría demócrata y minoría republicana.
Pero me adelanto. Todavía queda por ver qué ruta tomará el liderazgo republicano del Senado, aunque ahí, contrario a la Cámara Baja, hay, -de momento-, mayor colaboración bipartidista. Digo de momento porque el diablo está en los detalles y es ahora donde afinar el lenguaje supondrá escollos y avances.
Pero no son únicamente los republicanos quienes enfrentan retos en este frente.
En esta negociación diversos sectores esperan que los demócratas no terminen vendiéndole el alma al diablo para conseguir la reforma migratoria y que la necesidad de apoyo republicano los lleve a ceder demasiado terreno y muy temprano en el proceso.
Tanto el presidente Barack Obama como los demócratas llegan fortalecidos a esta negociación, sobre todo por los resultados electorales que dieron al presidente más de 70% del voto latino. Ojalá actúen como tal. Los sondeos confirman que una mayoría de los estadounidenses de diversa ideología política apoyan una vía a la ciudadanía para los indocumentados. Los argumentos políticos, económicos, humanitarios y de seguridad fronteriza están del lado de la reforma y sus proponentes.
Pero se requiere liderazgo efectivo. Un fracaso migratorio tiene el potencial de ser desastroso para los demócratas y atentaría contra sus intentos de solidificar el apoyo latino del que gozan. Sería una promesa rota por segunda ocasión. Culpar a los republicanos ya no sería suficiente. Correrían el riesgo de generar apatía en la próxima elección y la apatía supone votos perdidos. Y si los republicanos se aseguran un candidato medianamente atractivo para los votantes latinos, la Casa Blanca estaría en juego.
Pero no crucemos el puente antes de llegar al río. El nuevo capítulo de esta saga apenas comienza.

Ud. tiene toda la razon,en pasadas semanas,tuvimos oa oportunidad de ver a uno de los qque encabezan la reforma migratoria,que le decia al Senador Marco Rubio de que no estaban interesados en su ayuda pues recordaban cuando se manifestaba a favor de la autodeportacion,pero creo de que para lograrla,se necesita el apoyo de todos,republicanos,democratas e independientes,aunque los primeros sabemos se encuentran actualmente divididos pero si los que se oponen no se ponen de acuerdo,todos sabemos de que se juegan el futuro politico,pues el pais necesita de la mano de obra que estos realizan tanto en la construccion asi tambien en las labores agricolas,sabemos de que en Arizona se perdieron cosechas enteras porque carecian del trabajo de estos indocumentados.Creo de que las fronteras hoy estan mas seguras que nunca aunque la misma no solo se trate del vecino Mexico ya que la de Canada es sumamente importante.Esperamos esta reforma se pueda lograr ya que son doce millones de personas que contribuiran con sus impuestos a engrandecer nuestro pais.
